A community plan is a public document that contains specific proposals for future land uses and public improvements in a given community. A community plan is part of the City’s General Plan. Typical elements in a community plan include Land Use, Transportation, Urban Design, Public Facilities and Services, Natural and Cultural Resources, and Economic Development. A community plan is developed through a partnership of the recognized Community Planning Group, the public, and City staff, working together to identify land use policies and recommendations to guide the community’s future development.

The Eastern Area Community Plan covers the communities of El Cerrito Heights, Rolando, Rolando Park, Redwood Village, Oak Park, and Webster.

In September 2022, the City Council approved changes to Council Policy 600-24, which defines the roles, responsibilities, and standard operating procedures of Planning Groups. These changes focused on improving transparency, broadening community representation, and reflecting Planning Groups’ legal status as independent organizations, consistent with the City Charter.
