Meeting called to order at 4:07pm. Quorum reached (+1).
Motion to add Agenda Item: Approve policy statement (will be #8).
Rajeev Shah of Alan C Young and Associates is speaker. They performed the audit.
Shah’s explaining that they don’t check each and every transaction. They sample and perform an overview. They received everything they needed from the DTC to execute the audit on timely basis.
The majority of the changes in Revenue and Expenses have to do with the NFL draft. During the draft in 2024, the expense went up significantly.
Shah says there’s a marked improvement of processes and overall compliance.
Board members are saying that it was difficult to meet their deadlines. It was too close and they hope next year it will be easier to make deadlines. City of Detroit receives a lot of federal funding. DTC contracted for a single audit, uploaded to federal clearing house. Feds can do their own audit.
Sometimes HUD comes in and does their own independent audit. HUD audits are done against another set of standards called the federal yellow book. Grants sources that are being cut or proposed to be cut by Trump is giving them great concern.
Rail operations require a LOT of compliance with regulations. DTC can lose funding and if so, it would be VERY difficult to maintain the rail system.

Presentation by AECOM of the results of the Customer Satisfaction Survey conducted on the People Mover in summer of 2024.
Ridership is increasing. They were curious why. The last big survey was done in 2018 and it was done during the Auto show. They tried to really vary the responses and sample during different days and different activities (Tigers games, regular days).
INTERESTING FINDING: Most people riding are in groups.
37% were riding with family and friends.
A lot of people a riding just for fun, to get a sense of the city. 58% are using it for practical purposes. The others are recreating.
People are mostly replacing walking trips versus replacing driving. It’s about having fun, getting out and about, exploring restaurants and bars and sporting events.
They’re debriefing about key takeaways from the survey. Folks can go much deeper on it if they want to.
Now we’re on item #5.
Item #5: Resolution stating the intent to submit application for State and Federal funding assistance for Federal/State Fiscal Year 2026.
Need board approval to move forward with this process....Approved.
#6 Resolution to award a grant-funded contract to prepare an agency strategic plan for DTC, including organizational health, mission & vision, employee engagement, and agency improvements.
They got 5 bids. The evaluation committee then selected top 3 vendors.
Item approved.
#7 Resolution – Hitachi Maintenance Agreement
Resolution awarding multi-year preventive maintenance and support contract to Hitachi (formerly known as Thales) for the DPM train control system.
They’ve been working with them for 30 years, they’re the OEMs for the software.
They’re definitely referring to documents that we are not able to see and that I didn’t find online.
They’re walking on another agenda item.
They have to do a public safety update. They have updated their draft. Join Labor Safety Management Plan.
They are seeking approval for a policy statement.
MDOT changes to be incorporated. Will they chair to sign the page on their behalf?

• Broadway Property Sale Update (they’ve completed the appraisal and it went up $15k.)

They are closing on the Broadway Property sale. This is to do with a People Mover stop on Broadway.
Board member is giving praise to Board Chair about their social media presence. They’re excited about seeing the work increase and visibility and marketing of the People Mover experience.

He is surprised that folx are using PM to just explore the city. He says folx are now using it to get around. He wants to see the service expand and grow.
Wants the comms team to get the stats in front of others.

The Detroit Transportation Corporation (DTC), City of Detroit, is owner and operator of the Detroit People Mover. The Detroit People Mover (DPM) is a fully automated light rail system that was developed as part of a planned regional transit system. The People Mover operates on an elevated single track loop in Detroit’s central business district. The 2.9 mile system provides connections between the courts and administrative offices of several levels of government, sports arenas, exhibition centers, major hotels, and commercial, banking and retail districts.
DTC is also home to the Detroit Transit Police.
