The Committee on Appropriations of the Council of the City of Philadelphia will hold a Public Hearing on Thursday, February 20, 2025, at 1:00 PM, in Room 400, City Hall, to hear testimony on the following items:
250071 An Ordinance to amend Bill No. 240182 (approved June 14, 2024), entitled “An Ordinance to adopt a Capital Program for the six Fiscal Years 2025-2030 inclusive,” by revising various appropriation amounts and totals to conform to amendments to the FY2025 Capital Budget Ordinance, all under certain terms and conditions.
250072 An Ordinance authorizing transfers in appropriations for Fiscal Year 2025 from the Grants Revenue Fund, certain or all City offices, departments, boards and commissions, to the General Fund, certain or all City offices, departments, boards and commissions, and the Transportation Fund, certain or all City offices, departments, boards and commissions.
250073 An Ordinance to amend Bill No. 240181 (approved June 14, 2024), entitled “An Ordinance To adopt a Fiscal 2025 Capital Budget,” by revising various appropriation amounts and totals, all under certain terms and conditions.
Immediately following the public hearing, a meeting of the Committee on Appropriations, open to the public, will be held to consider the action to be taken on the above listed items. Copies of the foregoing items are available in the Office of the Chief Clerk of the Council, Room 402, City Hall.

Philadelphia City Council
Conducts hearings and public meetings on proposed bills and issues concerning the City of Philadelphia.
Council is the legislative arm of Philadelphia municipal government. Ten Councilmembers are elected by district and seven from the City-at-large, for a total of seventeen members. Under the rules of Council, regular public sessions of Council are held weekly, usually on Thursday morning at 10:00 AM., in Room 400, City Hall.
Every proposed ordinance is in the form of a bill introduced by a Councilmember. Before a bill can be enacted by Council, it must be:
- Referred by the President of Council to an appropriate standing committee of Council,
- Considered at a public hearing and public meeting, reported out by the committee,
- Printed as reported by the committee,
- Distributed to the members of Council,
- And made available to the public.
Passage of a bill requires the favorable vote of a majority of all members of Council. A bill becomes law upon the approval of the Mayor. If the Mayor vetoes a bill, Council may override the veto by a two-thirds vote.
The functions of City Council influence a wide range of public affairs in Philadelphia and directly impact the quality of life for its citizenry.
