The Lifeline program had 26,721 households enrolled at the end of September, and many struggled to navigate the recertification process. CFO Istakur Rahman said the water department is "bleeding cash" over the forgiveness of arrears to participants in the Lifeline Plan.

DWSD’s water network consists of more than 2,700 miles of transmission and distribution mains and nearly 3,000 miles of sewer collection piping.
